The public service is the largest employer in Malta. Considering that most offices are in cities (Valletta, Floriana, Hamrun) where traffic and parking are the main problems, offering free public transport to public service employees will encourage a substantial amount of people to use public transport instead of their own car, thus reducing traffic and avoiding parking problems for residents.
