I think that tall buildings should be given more consideration. The crux shouldn't be how tall a building is but how it impacts its surroundings. Tall buildings in areas like Mdina cannot be allowed but in other localities invaded by flats they can be an opportunity to increase open spaces. If developers are required to provide a minimum amount of green space around buildings having more than a certain number of floors this can be used to consolidate apartments into fewer, taller blocks.
