1) Policy makers are to restructure animal right laws and ensure punishment by imprisonment for animal abusers 2) Government is to financially aid animal associations 3) Government is to establish an 'Animal Police' dept which, besides the day-to-day analysis of animal cruelty cases, are to support associations by undertaking background research of those seeking to adopt an animal 4) Government is to internally reorganize AW and selectively recruit competent employees
European regulations require animals to be stunned before they are slaughtered, but grants exemptions on religious grounds. Religion should not be an excuse to legalize cruelty to animals. Malta should join Danmark, Switzerland, Sweden, Norway and Iceland in banning the religious slaughter of animals by making it mandatory to stun all animals before slaughter.
