Revision of Parking Provision loophole in MEPA's DC Policy

P18 of the Development Control Design Policy (2015) stipulates that where on-site parking in new developments is not possible, a contribution may be given to a (non-existant) Commuting Parking Payment Scheme Fund (CPPS). This is an often exploited loophole by developers to pay around 1.2k Euro 'contribution' instead of providing an on-site (garage) parking space. This has led to an acute parking problem in many towns and villages with many new apartments not having garage parking spaces.
