Virtual power plants for renters etc

Could Virtual power plants be set up using government subsidised solar and battery technology, and made available to renters? It seems to be that renters and landlords' incentives are misaligned. Why would a landlord pay for solar panels when renters are the ones who pay for electricity? VPPs could be a great way for renters to side-step landlords to lower energy costs.
