Renters must pay for the electricity, but landlords choose whether to pay for solar panels. Not surprising that most of them wont do it. After an assessment that an apartment would benefit from solar panels sufficiently, landlords/strata should be required to install them
Landlords are parasites feeding off other people's hard work, they won't act if it is not in their financial interest. Remove the choice from them or make it in their financial interest through legislated requirements on both strata and all home owners.
